Unlike traditional public sector road projects where taxpayers bear the risk of construction and maintenance costs, the SYD Upgrade is being financed privately.
Ledcor is taking on the risk of the $40 million in final design and road improvement costs. “Our undertaking means we can create a better, safer road that meets industrial users’ needs for less money”, says Scott Lyons.
The Ministry of Energy and Mines will reimburse Ledcor over the term of the road concession for upfront project financing through fees collected from industrial activity in the area by oil and gas companies. There is no charge for public use of the road and no cost to taxpayers for the road upgrade.
